In this phase the project scope and pre-design, technical feasibility and the environmental impact assessment will be done. Furthermore de more detailed commercial feasibility of the project must be assessed. As the scope of the project becomes clearer it is time for assessing risks and do some pre-structuring (type of contract, potential payment mechanism etc) and to define the general outline of the procurement route.
